Budget 2027 is on 6 October. What is on the table for older people, and what to do now.

Budget 2027 is on Tuesday 6 October 2026. The Government has set the overall package at €8.5 billion (€1.5 billion tax, €7 billion spending). For older people the live questions are the Fuel Allowance rate, the Living Alone Increase (currently €22 a week), the Telephone Support Allowance (€2.50 a week) and whether an energy credit comes back. Nothing is decided until Budget day. Claim what exists now. Any increase goes to people already on the payment.
The date and the size
Budget 2027 will be read in the Dáil on Tuesday 6 October 2026. The Government has already confirmed the shape: €8.5 billion in total, split roughly €1.5 billion in tax measures and €7 billion in extra spending.
That is the envelope. What goes in it for pensioners is what the next four weeks are about.
What older people's groups are asking for
ALONE published its pre-budget submission in June. Its headline: an older person living alone, on every support the State offers, is still €14.20 a week below the poverty line. Its asks:
- Living Alone Increase from €22 to €32 a week.
- Telephone Support Allowance from €2.50 to €10 a week.
- A bigger Fuel Allowance.
- A pension rise that keeps up with prices, not a flat €10 or €12.
Age Action has said much the same on the pension, and has pushed hard on the position of people living alone, which it says has been left behind two budgets running.
What happened last year, so you can judge this one
Budget 2026 (October 2025) gave:
- Fuel Allowance up €5 to €38 a week from January 2026.
- No energy credit. The first winter without one since 2022.
- A big change to the Carer's Allowance means test: income disregard up to €1,000 a week single, €2,000 a couple, from July 2026.
- Back to School allowance extended to 2 and 3 year olds.
The pattern is small weekly increases plus one or two targeted changes. Expect the same shape.
The energy credit question
This is the one people ask us about most. Electric Ireland put electricity up 8% and gas up 7.7% in July. There was no credit last winter.
The Government has said it will not decide on a credit until the National Energy Affordability Taskforce hands in its action plan. That plan is due by the end of September. So a decision, one way or the other, is likely to land in the Budget itself.
Our honest read: a targeted payment for people on Fuel Allowance is more likely than a flat credit for every household. Which is one more reason to be on Fuel Allowance before 6 October.
What to do now, not on Budget day
Every year people put off claiming because "the rules might change in the Budget". That costs them money. Increases are paid to people already on the payment. New rules almost always start in January anyway.
So this month, for the parent in Galway or the aunt in Kilkenny:
- Fuel Allowance. Season starts 21 September. Apply before then. Details here.

- The house. If stairs or the bathroom are the problem, the Housing Adaptation Grant is a council grant, not a Budget one, and it is open all year. Up to €40,000. Start here.
